::: Thumbs ::: Next >> ::: locals.......after so many tourists and shopkeepers, these were real locals, and kind of refreshing . drunks, i imagine. from what i could gather, the government pretty much takes care of the bottom rung of the society. motives are obviously for political expediancy, and the policy keeps protest to a minimum and gets them re-elected. in some areas, unemployment is high, and the effects are mitigated by socialism.
