The cruise boats have a highly developed system to move tourists. Shuttle boats take them to shore, and local buses transport them to one of several sites to snorkel or dive. These things contribute massive influxes of money into the local economy. The snorkel boats we used accepted american cash only. One boat owner said he had no accounting program and kept no books at all. With no taxes, why keep track? It was still hard for me to comprehend, coming from a country where any action of any consequences requires a lawyer.
