Some local poverty.......Britain abolished slavery in 1830, leaving the local culture to fend for themselves. Some did better than others. Most native Caymanians hold skilled and semi-skilled positions. Day labor and most tourist functions(diving and snorkelling) are manned by people from centrlal and south america. A work permit system allows them to stay as long as they hold jobs. Entry into the country is allowed only as labor needs arise. My impression in talking to these 1/2 citizens is they are petrified of losing their jobs and being exported back home. The system encourages exploitation by business owners. Bush came up with a similar idea to solve our Mexican immigration problems. It looks a little flawed to me........
